DEFINITION 
Under general direction, plans, organizes, reviews, implements, and evaluates a comprehensive communications, marketing, and community relations program for the District; identifies and utilizes appropriate methods for reaching the District’s varied constituents including traditional media, social media, and through outreach to community leaders, public officials, service groups, employees, and residents; represents the District in media and community relations appearances; coordinates and executes public information programs to raise awareness and provide education about vector control and vector related public health concerns; provides professional assistance to the Communications Manager, General Manager, and other management and District staff in areas of expertise; and performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED 
Receives general direction from the Communications Manager. Exercises technical and functional direction over and provides training to assigned staff.
 
CLASS CHARACTERISTICS 
This journey-level classification is responsible for planning, organizing, reviewing, and evaluating the operations and activities of the district’s communications, marketing, and community relations programs. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include program evaluations and recommendation and implementation of policies, procedures, goals, objectives, priorities, and standards related to the district’s public information program. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. 

Job Functions

  • Plans, schedules, and participates in public events such as fairs, exhibits, and attractions which profile and promote public awareness of the district’s mission, activities, and functions; coordinates all aspects of event logistics, including venue selection, permits, catering, and audiovisual requirements.

  • Assists with the development of strategies to organize events to deliver accurate and effective information District-wide and to targeted groups; designs and produces promotional materials to effectively market District events; collaborates with others to create an integrated outreach approach and ensure seamless event execution; evaluates outreach barriers, challenges, and the efficacy of outreach strategies. 

  • Establishes and maintains strong relationships with local media outlets, journalists, and influencers; responds to media as needed to coordinate the dissemination of important and general information related to District activities and vector-related public health concerns; understands and applies professional standards and ethics when communicating with the public, governmental officials, and members of the media.

  • Assists with drafting and distributing press releases, media advisories, and other relevant materials to garner positive media coverage; and coordinates and manages press conferences, interviews, and media appearances.

  • Plans, schedules, and participates in special community and media events such as fairs, exhibits, and attractions which profile and promote public awareness of the District’s mission, activities, and functions; assists with the development of outreach strategies to deliver accurate and effective information District-wide and to targeted groups; collaborates with Communications Specialists to create an  integrated outreach approach; provides input to the Communications manager on outreach barriers, challenges, and the efficacy of outreach  strategies.

  • Collaborates with the Public Information Coordinator to monitor content on the district’s social media sites; engages with District constituents through social media platforms; maintains and provides content updates for the district’s website; identifies upgrades needed and works with vendors to facilitate their implementation; ensures the website is compliant with Americans with Disabilities Act (ADA) regulations.

  • Participates in the development and management of the district’s branding, including review and revision of materials developed by other departments for public distribution, and marketing programs, projects, and issues of importance to the district.

  • Creates District-wide marketing materials, publications, and other outreach materials including newsletters, news releases, feature articles, fact sheets, brochures, flyers, exhibits, photographs, presentations, and others for broadcast, online, and social media outlets as assigned.

  • Creates, produces, and edits photography, videography, and audio-visual content for distribution; creates customizable and elaborate video and graphic content through use of graphics software applications; maintains multimedia library for District use.

  • Identifies and maintains working relationships with key community leaders, organizations, elected officials, municipal agencies, members of the media, health agencies, residents, and other partners to disseminate information and help increase the district’s objectives and messaging; plans, schedules, and participates in community and media events; plans, schedules, and attends meetings with city council members, city officials, county officials, and legislative officers.

  • Recommends multimedia and social media advertising strategies, opportunities, and activities to target key audiences; obtains advertising quotes and rates, develops content, assists with execution of advertising campaigns, and provides input to the Communications Manager on the efficacy of message implementation, dissemination, and impact.  

  • Assists the Director of Communications with administrative tasks related to coordinating Board of Trustee and committee meetings, as needed.

  • Uses a variety of equipment including personal computers, copiers, printers, video camcorders, digital cameras, audio recorders, cell phones, lighting, microphones, and audio/visual equipment.

  • Interacts with co-workers at all levels in the district in a collaborative and customer service-oriented manner.  

  • Performs other duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education:

  • Equivalent to an associate degree from an accredited college or university with major coursework in public relations, communications, journalism, marketing, English, public administration, biological sciences, or a related field.
    Experience:

  • Four (4) years of increasingly responsible experience in public relations, communications, journalism, advertising, marketing, or a related field. 
    Licenses and Certifications:

  • Possession of a valid California Driver’s License, to be maintained throughout employment. Employees in this position will be enrolled in the California Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving records during the course of employment with GLACVCD. Must be insurable with the district’s insurance carrier.

  • Possession of, or successful acquisition within 12 months of appointment, a valid certification in Public Health Vector Control Categories “A” and “B,” as required by the California Department of Public Health, to be maintained throughout employment.

Supplemental Information

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; and to safely operate a motor vehicle for long distances and extended periods to visit various sites. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
 
When assigned to field work, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend; to operate a motor vehicle and visit various District sites; vision to observe biological and environmental conditions. The job involves fieldwork requiring frequent walking in operational areas to provide surveillance and environmental analysis, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.  
 
ENVIRONMENTAL CONDITIONS 
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and may be exposed to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, mechanical and/or electrical hazards, vermin, insects, parasites, and hazardous chemical substances and fumes. Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.
 
WORKING CONDITIONS 
Occasional evening and weekend work may be required as job duties demand.

CONDITION OF EMPLOYMENT
